Send press one to accept or two to leave voicemail, pressed one and nothing happened but it sounded like a machine on the other side or just dead air but no dial tone so i feel like someone or something was on the other end

This is NOT a cold calling telemarketer- it's PayPal's collections department. I work there and I suggest answering when they call even if you don't use PayPal because we actually catch a lot of fraudulent accounts that way and when we can talk directly to you, we can the info we need to shut down those fraud accounts. We won't try to collect money from an account when we know it's fraud but we can't determine that it's fraud without the help of the person we're calling. We also don't leave messages simply because by federal law, we can't disclose account info to anyone but the account holder and leaving a message allows the possibility of information being released that shouldn't be. We can't verify who might get the message so we don't leave one

Not PayPal. I have the Privacy Star ap; all their numbers show up, incl their collections dept. I have an Etsy page and talk to PayPal frequently. This only started after signing up for 2 websites with single parent resources --been suddenly getting a lot of spam emails, too.
