It is PayPal Bill me later but accounts are not in collections because they put people's accounts on hold when customer did not tell them to so u won't get statement until after due date. Then may not be 30 days late and in collections. Usually account must be 3p days overdue and 60 to 90 days before given to collections. PayPal does not know laws regarding credit laws.
