I did not answer the phone, because of the strange number, but in the voicemail the man with the Irish accent did identify himself as calling from Paypal Financial Services and used my full name (which is on my paypal account). I have taken out 2 or 3 Paypal Business Loans. I did recently finish paying one off about 3 days ago and so this was calling to say that I could take out another one 72 hours after the previous one was paid off. That'd be a big coincidence if it was a scam. They provided a website where I could go to apply for another loan.

I actually called Paypal back as in almost EVERYTHING financial, cold calls NEVER happen. Paypal did confirm it was Paypal Capital; however, the two were not interconnected. I had asked to be removed from their pool of numbers, but no go.

From Ireland. They said they were from PayPal. I called PayPal security and they said the company does outsource in Dublin for their PayPal business loans. Still, I wasn't too keen on talking about business finances over a cold call phone call.
