Caller when asked said that he was calling on behalf of the Federal Govt. CDC. The toll free number that is left by the contractor is also referenced on the CDC web site. When I acknowledged that I had no persons relevant to the survey in my house. The call was politely ended.

I haven't picked up because I never pick up unknown numbers unless I am expecting a call. They have called three times now, despite the fact that I don't want to answer. It seems to happen around the same time, 6:11PM. I looked the number up, and it says that it's a CDC survey. That's why I put neutral, because as annoying as it is, it's harmless and my problem could be easily solved by probably answering. At least I know that the survey window will close at some point, so this won't last forever.
