based on comments from others I realized it was legit. (Call centre) reported by Dave T
Yesterday I was getting repeated calls from this number. Once I saw what others said I remembered reading a Facebook announcement from my county (Cochise, AZ) emergency services saying the 911 service was down. Probably due to some screwup at Century Link I bet.

They advise us to stay in where we are safe and if we have to go out, to be bundled as well as possible and to have emergency supplies in our vehicles. Not to use 911 except in an emergency. Don't use it for information.
