It's billing related. But, after a bunch of the "thank you for waiting a representative will be with you in a moment" a few times, someone came on the line identifying themselves, and then there was silence for 2.5 minutes.

as soon as you answer a robo voice says thank you for waiting, an agent will be right with you. They are doing this to get around the do not call registry.

I answered a call from this number, and a recording on a loop kept repeating "thank you for waiting a representative will be with you in a moment". I wanted to find out which spam company was behind it, so let that message repeat for about 5 minutes before it disconnected me. After looking up the # and finding out that it was UMass Memorial, I called back, to get an automated message that I was calling outside of business hours. Clearly UMass has problems managing their phone system.
