I contacted two humans there, they speak English but It is not sure they got my calls in the U.S. because their pronunciation is different from regular English. They just say eBay but they do not deal with eBay troubles. It's a mystery.

Claimed to be my Power Company (Scam call) reported by CW
Said they were my Power Company APS (in Arizona) It was someone obviously from out of the country. They wanted my info and to pay them. I did not give them any info and asked them to prove they were my power company. They said how and would not give me any info about my account or them. I said that the number that came up on my caller ID did not match APS and they hung up on me...
