(CT DEMHS EOC) Connecticut State Emergency Management & Homeland Security. Legitimate phone number part of the Connecticut State Emergency Alert System. You have to sign up for it, via mobile phone for example (but of course it can also be spoofed by scam caller) Alerts to fugitive armed suspect, weather emergency, other disasters. Sometimes there is no voice message, which leads to making it appear a nuisance call. Sometime followed up with actual text message describing alert and link to more information.

My phone rang at 12:24am on 6/30/2020 and woke me from a sound sleep. Scared me at that time of night. Looking at the caller iD, I waited for my voicemail to kick in. Of course, no message was left despite looking like the call was from CT DEMHS EOC. Getting spoofed at that time of night was unnerving.
