I believe it's the callback number providing a Whatsapp verification code. Was signing up for Whatsapp and rather than text, asked they call. That number called me back and with a recorded code.

I think I received the same thing as another person reported above. First an unsolicited text for "What's App" and then two successive phone calls (I did not answer)--voice mails were identical. A recorded female voice giving a "verification code."
