This is a typical scare tactic from a debt collector, normally one that isn't very good at what they do. Generally speaking, this is the proverbial, "throw a rock into a thicket and see if a bird flies out" approach; the call comes in, and the message states that there is important and sensitive information for -insert name here-. Then the recording will go on to, in the vaguest possible terms, suggest that there is a big deal going on, you need a lawyer, and there is a case against you. The reality is much simpler: this is solely an attempt to get you to call the number back and confirm your identity to the calling party. Generally speaking, this is a debt buyer (a disgusting class of people that by huge files of debt for about 3 cents on the dollar) that has simply entered the file into a program that pulls the name and last known phone number into a robo dialer. A reference number (which they will refer to as a 'case number' to think you are in trouble with the courts) is assigned. Then the company simply lets the dialer go, and it automatically calls everyone in the database with a recording. That recording pulls the name and assigned reference number, and inserts them into the pause breaks, to make it seem personal. Every word and emphasis in the call is intended to elicit a sense of panic in the recipient, all in an attempt to make you think the best thing to do would be to call them right away and try to figure out what happened. There is even a line stating the "according to state law, you have been notified", which is legally significant of absolutely nothing. Almost every state requires a chain of proper service and delivery of official legal documents. If you don't have a properly served legal document, you have not been sued. There is actually a man that has written books on the best collection and skip tracing tactics (which this call is a combo of) to elicit a response from the target, and this call fits the formula perfectly.

I've received a call from these people on more than one occasion, and in fact, they even tried contacting my ex-husband stating that this was a legal matter, and they needed my contact information. It's a scare tactic that didn't work on me!!
