barely spoke English, had to get him to spell most words he was using. Total scam from Pakistan as person could barely spell the words I asked him to spell.

same here , i could not understand his pakistani accent , he spelled his name for me .. and ive heard that name before so i looked up the number.. i knew that name , he scammed called my mail box before , diff # - multiple #'s , but asked for diff person...

google say that its scam because they call for 8 years old debt what is way against Canadian law.

That is not necessarily true. They have no means to collect the debit but they can still ask you for it. However, if you acknowledge that you do owe the money, they can now pursue you for another 6 years and put it back on your credit report.
