I didn’t answer, but others here have said the caller referred to National Survey Centre (or perhaps Bureau). I googled this name with no results. The calls seem to be aimed at Canadians but canada411 says it is a US number. I think there is some bad intent to the ”survey”.

When I called back, there was a machine telling me about the National Survey Centre and that they would very much like to have my opinion... That's when I hung up. I'm at work. Probably would have stayed on the line if I was at home, just to see what it was.

This is one of those calls where a debt collector can't reach someone directly. They will hire a "survey" contractor to contact the person they are looking for a their last known number. In answering the survey questions, you end up verifying you are who the collector is looking for. This contractor will then pass this on to the collector and the collections calls will begin anew.
