It appears this call was legitimate. I didn't answer but followed up with a direct call to USAA. Turns out they were actually attempting to reach me to discuss a letter I received two weeks ago.

Received a call purporting to be from USAA. They asked permission to verify me; I declined. They put me on a "brief hold," then "Bianca from USAA" came on and apologized for the wait. She said that they're using a 3rd party to initiate calls regarding the letter. I asked about the nature of the letter, and she said she had to verify me first. She offered to have me call USAA back if I was uncomfortable. I was, so she offered to give me the number to call. I declined; I asked only for the extension I should use when I call back. She gave me 54789 as the extension. When I called USAA on their known-good number, they had no information about any letter or any call.

Left a voicemail, claiming to be from USAA. USAA has no record of anyone calling me, and all calls are logged into their system. I have been a USAA member for 36 years, and know that all calls are logged. I am blocking the number, and reporting it to the fraud department at USAA.
