They are fishing for people that have bad debt, but are unaware they are illegal. It's like the speed dating scam or the social media scam where they ask you enough questions to eventually lead you to believe they have one of your debts. You can tell them you are formally asking them to cease and desist all further collections associated with your number and that, if they call again, you will be forwarding their information to the state attorney general, the FBI and your personal attorney. It usually gets them to stop.
