This scammer calls numbers on the national do not call list in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line. When you do get to an operator, they further violate the TCPA by failing to provide a physical address or phone number when asked. Their recording states that the scammer has been monitoring the victim's finances for several months, and that the victim is now eligible for a no-collateral guaranteed loan. This is clearly not true as the operator needs to collect basic qualification information. No legitimate financial organization would be marketing in this way. This is clearly a scam. Do not provide this scammer with any financial information.
