I have been blocking calls from this same "CA" area code (415), several times a day, all with the same recorded message about the "awesome" health insurance deal they are offering. I get primo health insurance from my employer, at no cost. Why would I buy more from some scam outfit? I have pushed option 1 to talk with a person more than once, and told them to put me on their no call list, and they just call more, from other 415 numbers.
