When I answered the phone, there was silence for a significant amount of time then the phone began to ring. A woman answered saying "Thank you for calling (some debt collection agency). How can I direct your call?" After telling her that she called me, she said she would transfer me, and the phone disconnected.

Spoofed number. Company will not identify itself despite US federal law requiring it do so. Request that, on whichever date they call you, that they no longer contact you. It's a legit debt you need to pay but the company is very shady in its operations and there's no reason for this.
