Got a call from this number from Brie, who claimed to be with Cigna and asked for my DOB + ZIP so she could talk about options for saving money on my scrips. Had a few calls from this number before go to VM or picked up to dead line. I don't give out PII on cold calls, so I called Express Scripts customer service line and they confirmed that Brianna is a real employee.

Sorry, chicken little. That's not Cigna scamming you. Cigna offers a legitmate nurse-call service where they assist their insured with lifestyle maintenance such as smoking cessation, weight loss, mental well-being, and overall goal setting. If you got one of these "scam" calls, chances are you're an insured, or they have invalid phone for one of their customers. Or--and stay with me here--someone misdialed. Maybe they have a program to address your apparent problem with non-US people such as, say, someone "Pakki" like Peggy.

claimed they were from Cigna, wanted my date of birth and zip code. They said they would give me the phone number if I'd like to call back, I told them I wouldn't be calling back. I then called the number on my insurance card and they told me they didn't make any calls.
